When the vegetation is still mostly preparing to unfold, the lack of foliage reveals all the debris which has been thrown into our landscapes.
For all the divers among us: it’s a bit like the season with the best vision! In some diving areas the visibility changes throughout the year, because of currents, storms and other factors. The same is true for clean ups.

Government clean ups usually take place around Eastern or Earth Day in April, when temperatures are more welcoming, but most plants have already developed leaves, and everything is in bloom. The visibility is low.
Right after Lunar New Year, usually in February, the snow is gone, early bloomers like snowdrops sprout, but the low vegetation allows perfect visibility.
